Welcome to InciPlan - NIMS/ICS Training and Incident Management Specialists.

InciPlan principal and owner Ross Holloway has over 40 years of experience in State and Local Government service in Oregon, including extensive training experience in the world of emergency response and incident management.  This includes serving as Training Officer for a rural fire protection district in Oregon, 30+ years instructing National Wildfire Coordinating Group courses, and 13 years instructing NIMS ICS courses for both public and private sector clients.  Ross has served on ICS instructor cadres throughout the United States and internationally.  He also has extensive, real world incident management experience in both the structural and wildland fire services.  This includes serving as a firefighter and Chief Officer in the structural fire service, as well as 35 years of experience on wildland fire teams and all hazards incident management teams, where he has served as a Resources Unit Leader, Situation Unit Leader, Planning Section Chief and Incident Commander on numerous Type 2 and Type 1 incidents from the west coast to the gulf coast.

Over the years, Ross Holloway has earned a reputation for excellence in the field of All Hazard ICS training services.  He has served as an insructor for over 60 deliveries of ICS 300 and ICS 400, and over 80 position specific courses.  He has also served as an instructor and coach/evaluator for over 20 command and general staff courses, and as a coach/evaluator on numerous full scale exercises and worst case disaster drills for both public and private sector clients.  Ross has helped deliver ICS training courses in 17 states and 3 foreign countries.  In addition to instructing, Ross has also served as course coordinator for many of these courses.
